COVID-19 and the DMV

The novel coronavirus (aka COVD-19) has spread through all continents except Antarctica and to all states.

There are widespread school closures and large gathering cancellations and most states have closed some or all of the DMV offices. The following list will show all the states with confirmed and presumed coronavirus cases within the state and any DMV office closures due to coronavirus cases.

DC DMV remains operational with most necessary services provided online. Effective March 25, all DC DMV in-person Service Centers will be unavailable to the public. In-person services at Adjudication Services are set to resume on Monday, April 27. All other in-person services at DC DMV locations (e.g., Inspection Station and Service Centers) are set to resume on Tuesday, April 28.

DMV will extend the expiration date for driver licenses, identification cards, vehicle registrations, inspections, ticket payments and ticket adjudication responses until April 17, 2020. All driver licenses, vehicle registrations, and vehicle inspections scheduled to expire between March 16 and March 31 will be granted a waiver without penalty until DC DMV reopens at full operating capacity. All tickets will remain in their current status between March 16 and March 31 and no additional penalties will be accessed during this period. In the interim, the public is encouraged to request adjudication and pay citations online. Additionally, all driver license suspensions and revocations will be paused until DC DMV returns to full operating capacity after March 31.

Driver License Office Closures: All OMV Locations to Close due to COVID-19 Precautions

1. Late fees for driver’s license which expire between March 9, 2020 through May 10, 2020, are suspended until May 20, 2020.
2. Penalties and interest due on state and local sales and use taxes collected by the Office of Motor Vehicles which began on or after March 9, 2020 are suspended and are waived until June 19, 2020.
3. The three-day period mandated in LA R.S. 32:863.1 to appear at an Office of Motor Vehicle field office for a notice of violation served on or after March 9, 2020 but before May 10, 2020, is suspended until May 13, 2020.
4. The expiration date of temporary registration plates issued pursuant to LA R.S. 47:519 and La. R.S. 47:519.2 which expired on or before March 9, 2020 is suspended until May 10, 2020.
5. The expiration date of license plates issued pursuant to LA R.S. 47:462 which expired on or after March 9, 2020 but before May 10, 2020 is suspended until May 10, 2020.
6. The notice of default issued pursuant to LA R.S. 32:429.4 that would be issued on or after March 9, 2020 and before May 15, 2020 is suspended, and the notices will not be issued until after May 15, 2020.
7. The expiration date of an apportioned registration issued under the International Registration Plan which expires March 9, 2020 is suspended and the expiration date is extended to May 10, 2020.
8. The period to request an administrative hearing submitted to the Department pursuant to LA R.S. 32:667, LA R.S. 32:863, LA R.S. 863.1 and LAC Title 55, Part III, Chapter 1, §159 which expired on or after March 9, 2020 but before May 10, 2020 are suspended and extended until June 10, 2020.
9. The sixty-day delay for the Department to submit the administrative hearing record to the Division of Administrative Law pursuant to LA R.S. 32:667(D)(1) for an arrest which occurred on or after March 9, 2020 but before May 10, 2020 is extended until August 8, 2020
10. Office of Motor Vehicles may offer services by remote customer service agent interaction in current Office of Motor Vehicle office locations.

  • The RMV will implement this 60-day extension to the current expiration date for Class D, Class DMs, ID cards, and Learner’s Permits within the RMV system the week of 3/16 – all people with expired/expiring credentials physically dated between March 1, 2020 and April 30, 2020, will have an active status within the RMV system with extended expiration date. For example, if the credential expires on April 15, 2020, the RMV system will extend the expiration to June 15, 2020 and display the same. The RMV is not providing updated credentials to reflect the extended date.
  • This does not apply to customers whose end of stay in the United States is the same as the expiration date on their driver’s license, ID card, or Learner’s Permit.

Driver License Office: In response to COVID-19, many license offices throughout the state have temporarily adjusted their business operations. Some have chosen to close their doors for an extended period of time, while others are limiting the number of customers in their lobby at one time to ensure social distancing.   • Vehicle owners with registrations or license plates expiring in March and April have been granted an automatic two-month extension. Owners will be able to continue operating their vehicles on Missouri roadways without penalty until they can apply for renewal.
  • The time frame in which a vehicle safety and emission inspection is valid for March and April license plate expirations has also been extended an additional 60 days. Applicants for title will not be assessed a late title penalty when visiting a license office, effective immediately; this waiver will continue through April 30, 2020.

Driver License Office Closures: All Driver Services Centers are offering limited services at this time.

  • Extending the expiration of Commercial Drivers Licenses (CDL) and Commercial Driving Permits (CDLP). These licenses will be extended until June 30 if set to expire between March 12, 2020 and May 18, 2020. All non-CDL licenses will expire six months from the date the license is set to expire. This does not apply to an individual with a Class X license.
  • Suspend non-CDL knowledge and skills tests until May 18, 2020.
  • The requirement that new Tennessee residents obtaining a Tennessee driver license within 30 days of becoming a resident has been extended to June 17, 2020.

With the above changes going into effect, Driver Services Centers will still be able to process:

  • New and returning residents
  • Photo identification licenses (including voter identification credentials)
  • Reinstatements
  • Handgun carry permits
  • CDL knowledge and skills tests
  • Renewal and duplicate transactions for non U.S. citizens with legal presence

Governor Jay Inslee signed a statewide emergency proclamation regarding efforts to stop the spread of the novel coronavirus, approving the temporary suspension of two provisions in state law. This will allow us to take the following actions to promote social distancing. These waivers are in effect 30 days from their effective dates unless renewed.

  • Effective immediately, we will not administer vision tests for driver license applicants. We currently do not have adequate supplies to clean the machines. Additionally, vision exams have a 99.6% pass rate. We believe this move is prudent given the circumstances.
  • Effective March 23 (because we need time to implement), more people will be able to renew their driver license or ID card online. We temporarily suspended laws and rules that:
    • Require residents to visit an office to renew every other time.
    • Prohibited customers over 70 from renewing online.
